Nicholas Howard is an Assistant Professor in the Department of Political Science and Public Administration. He received his Ph.D. from the University of North Carolina, Chapel Hill in 2015. His research focuses on how the Senate’s parliamentary rules and norms such as “holds” affect the content of legislation. During 2015-2016 Professor Howard served as a Congressional Research Fellow in the office of Senator Orrin Hatch of Utah. His research has been published in leading journals such as Legislative Studies Quarterly. Dr. Howard teaches the required course Research Methodology and Design in AUM’s MPA program.
